President Donald Trump said that some key functions of the Education Department, which he is moving to dramatically shrink, would be handled by the Small Business Administration and Department of Health and Human Services.

The administration, which wants to close the Education Department, hasn’t said how it would move the $1.7 trillion portfolio to a new agency. Democrats say doing so would be a “clear violation” of the law.

The Department of Education changes means the Small Business Administration takes over student loans while the Department of Health and Human Services oversees special needs and nutrition programs.
